How Ineffective Law Enforcement Undermines the Investment Climate

The RRR4U Consortium invites you to join the presentation of its monthly Monitoring Report on the implementation of the IMF Programme and the Ukraine Plan under the Ukraine Facility.
This month’s special topic is: “How Ineffective Law Enforcement Undermines the Investment Climate.”
Despite some progress in reforming the law enforcement system, businesses continue to face challenges that undermine investor confidence, including prolonged investigations, undue pressure from authorities, searches, disruptions to business operations, and uncertainty in the enforcement of regulations.
High-profile cases involving Ukrainian companies demonstrate that the lack of clear rules, adequate institutional safeguards, and a completed reform of the bodies responsible for investigating economic crimes remain among the key barriers to private investment and Ukraine’s economic recovery.
During the event, we will examine the current state of reforms at the Bureau of Economic Security (BEB) and the State Bureau of Investigation (DBR), analyze how businesses assess the performance of law enforcement agencies, and discuss how these challenges affect Ukraine’s investment climate.
