The Recovery Spending Watchdog №22, September 2025
The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the twenty-second issue of The Recovery Spending Watchdog.
The report covers the following:
- The government has adopted a new procedure for using funds from the State Regional Development Fund: all projects are submitted through DREAM and undergo automatic prioritisation based on a scoring system;
- Housing support has been expanded for internally displaced persons and residents of frontline regions, including through remote assessments of damaged housing and the eOselia programme;
- A Unified Project Portfolio worth more than UAH 11 trillion has been approved, while the 2026 draft budget allocates UAH 109 billion for public investment projects;
- In 2025, the number of construction procurements increased, but their total value fell by almost 40%. Some 90% of procedures are conducted with a single bidder, while more than 65% by value take place outside the electronic procurement system;
- Recovery continues in the housing, healthcare, and education sectors: more than 1,000 healthcare projects are being implemented through DREAM, 70% of damaged educational facilities in Kyiv have been restored, and more than 1,100 facilities have been restored across the country.
The special focus of the issue is an overview of the 2026 draft budget. We analyse funding for reconstruction and public investment under the 2026 draft budget.

Recovery Spending WatchdogThe project aims to establish an independent system for monitoring public and donor funds allocated to Ukraine's recovery, assess the effectiveness of their use, and engage civil society in monitoring the recovery process
