Transparency and Public Participation in Subsoil Use
The analytical document “Towards Transparency and Public Participation in the Decision-Making Process on Subsoil Use under Production Sharing Agreements” examines the extent to which Ukraine is fulfilling its European integration commitments in the areas of access to environmental information and public participation in environmentally significant decision-making. Particular attention is paid to the transparency of procedures for subsoil use under production sharing agreements and Ukraine’s implementation of Decision VII/8r of the Meeting of the Parties to the Aarhus Convention.
The publication reviews the background to the consideration of this issue at the international level, analyses the findings and recommendations of the Aarhus Convention Compliance Committee and the Meeting of the Parties, and assesses Ukraine’s progress in implementing them. The document also contains proposals for an action plan and specific steps to implement the recommendations of the Meeting of the Parties concerning production sharing agreements.
