Ethical AI and Smart City Tools for Ukraine’s Recovery and EU Integration
The analytical research “Ethical AI and Smart City Tools for Ukraine’s Recovery and EU Integration” explores opportunities for introducing ethical AI and Smart City solutions in Ukraine’s public administration and education sectors, taking into account EU practices and requirements.
The research examines European ethical standards, including the AI Act, as well as key regulatory gaps in Ukraine in the areas of algorithmic accountability, transparency, non-discrimination, and data protection. It also proposes a concept for a national ethical AI framework and practical steps for government authorities, communities, and educational institutions.
This publication was prepared as part of the project “Supporting the Ukrainian National Platform of the EaP CSF in 2025–2026”, implemented by IER with the financial support of the European Union.
