Monitoring the Implementation of the IMF Program and EU Assistance №2
Cooperation with international partners is critically important for Ukraine, as it is essential for financing priority government budget expenditures, while domestic revenues are allocated to security and defence.
The RRR4U Consortium continues to regularly monitor Ukraine’s fulfilment of its commitments under key international financing programmes – those of the IMF and the EU.
Following the second review, the IMF-supported programme was supplemented with new structural benchmarks for 2024.
In 2023, the EU provided Ukraine with all the support envisaged under the MFA+ programme, effectively recognising that all commitments had been met, although the RRR4U Consortium has a different assessment of some of them. At the same time, a new instrument – the Ukraine Facility – is set to be launched, under which key commitments will be set out in the Ukraine Plan.
Meeting the commitments under financial support programmes is first and foremost in Ukraine’s own interest. It is essential for achieving economic resilience, transitioning to economic growth and improving the well-being of Ukrainians. It also strengthens the confidence of international partners and foreign businesses.
The European Union, the International Monetary Fund and other international partners are ready to support Ukraine. However, their goal is not simply to provide financing, but to create the conditions for the country’s economic development and growth so that, in the future, Ukraine can finance its own needs.
This monitoring report takes into account the implementation of the EU’s macro-financial assistance and the IMF programme as of the end of January 2024.
