Social Dialogue Tools as a Mechanism for Social Cohesion at the Community Level

The report examines the practice of social dialogue at the level of territorial communities in Kharkiv Oblast and identifies gaps between the model established by legislation and its practical implementation. Particular attention is paid to representation, interaction among social dialogue participants, and their role in preserving local labour markets and the human capital of communities.

The report also focuses on social cohesion as an important condition for cooperation and the preservation of human capital. The authors identify opportunities to improve social dialogue mechanisms, strengthen interaction within communities, and adapt formalised tools to the realities of war.
