The Public Investment Watchdog №7, August 2026
In August, local authorities registered 300 new public investment projects (PIPs) on the DREAM platform – less than half the July figure of 704. Most of the new projects focused on education (141) and municipal infrastructure and services (77), together accounting for nearly 73% of all newly registered PIPs. The estimated total value of the new projects was UAH 11.6 billion, while expected and received funding amounted to UAH 2.3 billion and UAH 0.4 billion, respectively.
This is according to The Public Investment Watchdog №7, August 2026, implemented by the Institute for Economic Research and Policy Consulting (IER), the Centre for Economic Strategy (CES), and the NGO Technologies of Progress with financial support from the European Union.
Meanwhile, in August, the government amended the key regulation governing public investment management, simplifying procedures for project preparation, assessment and adjustment and integrating the assessment of potential public-private partnerships into the overall investment process. At the same time, the reform is gradually moving towards the actual financing of local government projects: the government allocated a UAH 4.9 billion EIB loan to the special fund of the state budget, distributed another UAH 1 billion to local authorities under a separate EIB programme, and is preparing funding from the State Regional Development Fund (SRDF). The late-year disbursement of funds creates a risk of delays or inefficient project implementation.
The monitoring also examines developments in the construction sector. The government simplified the procedure for analysing construction costs in publicly funded projects. In July 2026, the value of construction procurements was 7% higher than a year earlier, while their number fell by 12%. In value terms, procurements conducted through the electronic procurement system accounted for the largest share. Road repairs and the reconstruction of facilities were the main areas of spending, while Kyiv, Dnipropetrovsk and Kharkiv regions had the highest number of procurements.
