Monitoring the Implementation of the IMF Program and EU Assistance №31
Ukraine is so far making slow progress in fulfilling the commitments that would allow it to receive a World Bank support tranche under the Development Policy Operation instrument (DPO-2 2026). Eleven commitments have been defined for this purpose.
In early September, the IMF mission held discussions in Ukraine on the economic outlook, the implementation of commitments under the EFF programme, and the draft 2027 State Budget. However, no staff-level agreement was reached on the second programme review. The second review is expected to take place in November. If the review is successfully completed, Ukraine could receive approximately USD 692 million.
On 24 September, the Council of the European Union approved the eighth regular payment to Ukraine under the Ukraine Facility, amounting to almost EUR 3 bn. In September, the Government accelerated work on implementing reforms and communicating their importance to Parliament: seven decisions were adopted, while another 16 indicators, including those for Q3, remain unfulfilled. This may cost more than EUR 5 bn.
In September, Ukraine was supposed to receive the second tranche of support under the Ukraine Support Loan. However, only half of the required conditions have been fulfilled (6 out of 12), which delays the receipt of around EUR 3.7 bn in macro-financial assistance under this mechanism.
Adopted legislation must be aligned with EU acquis.
