Ukraine’s commitments to the IMF, the EU and the World Bank shape the country’s reform agenda, while progress on reforms is also crucial to securing international financial assistance.

But meeting formal indicators does not always translate into meaningful change. Ukraine may adopt a required decision or law, while its practical implementation is delayed. At the same time, the European Union itself is evolving, with new rules, strategies and regulatory approaches emerging that Ukraine will need to take into account now.

So, how much are Ukraine’s reforms actually bringing the country closer to EU membership? Is Ukraine keeping pace with the commitments it has undertaken? Which reforms remain problematic? And do they align with the EU’s future rules and priorities? We will discuss these questions on 30 September during a special edition of RRR4U’s regular monitoring.

The discussion will focus on:

  • the status of implementation of the IMF cooperation programme;
  • the latest status of implementation of the Ukraine Plan indicators and the conditions for EU macro-financial assistance;
  • progress in fulfilling commitments under World Bank programmes;
  • new EU strategic and regulatory priorities and their implications for Ukraine;
  • whether Ukraine’s reform agenda is aligned with the goal of preparing for EU membership.

Moderator: Igor Burakovsky, Chair of the Board of IER.

Speakers:

  • Oleksandra Betliy, Lead Expert at IER;
  • Viacheslav Kurylo, Senior Policy and Data Analyst at the Institute for Analysis and Advocacy;
  • Oleksandra Myronenko, Economist at the Centre for Economic Strategy;
  • Alona Korohod, Project Expert at DiXi Group.

The panel discussion will bring together representatives of the Verkhovna Rada, the Government of Ukraine, the EU and the expert community.

RRR4U (Resilience, Reconstruction and Relief for Ukraine) is a Consortium of four Ukrainian civil society organisations: the Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, the Institute for Analysis and Advocacy, and DiXi Group. The event is supported by the International Renaissance Foundation.
