DiXi Group

DiXi Group is a Ukrainian think tank founded in Kyiv in 2008, specializing in energy and climate policy. The organization’s work spans policy research, advocacy, capacity building, and advisory support for public authorities, businesses, and international partners.

DiXi Group’s experts have contributed to the drafting and adoption of more than 15 energy-related laws, including legislation establishing Ukraine’s natural gas and electricity markets, strengthening the independence of the national energy regulator, and promoting energy efficiency. The organization also provided expert support for the development and advocacy of legislation implementing the Extractive Industries Transparency Initiative (EITI) in Ukraine.

Since the start of Russia’s full-scale invasion, DiXi Group has played an active role in supporting the recovery of Ukraine’s energy infrastructure. Its representatives serve on the Working Group on Humanitarian Assistance for the Energy Sector and contributed to the development of the AidEnergy platform, which coordinates information on the energy sector’s needs and the distribution of international assistance.

In 2024, DiXi Group’s experts contributed to the development of Ukraine’s National Energy and Climate Plan. In 2025, the organization also participated in drafting Ukraine’s Critical Minerals Strategy.
