25 years of research, impact, and changes
On 17 December 1999, the German Advisory Group on Economic Reforms, together with more than a dozen prominent Ukrainian academics and policymakers, founded the Institute for Economic Research and Policy Consulting (IER). Over the past 25 years, we have evolved from a project supporting German advisers providing technical assistance into a leading independent Ukrainian think tank.
IER is politically independent and has maintained the impartiality of its recommendations for 25 years, while taking measures to prevent the manipulation of research findings. The Institute works closely with policymakers to help put its recommendations into practice.
Our mission is to develop and promote solutions for Ukraine’s prosperity and sustainable development based on a market economy, freedom, and open dialogue.
IER’s key objectives through 2026:
- Make a substantial contribution to shaping economic policy in Ukraine.
- Support Ukraine’s progress towards achieving the goals and objectives of the EU accession negotiations.
- Serve as an initiator and active platform for dialogue among government, business, and civil society.
- Promote the use of evidence-based analytical approaches within civil society.
- Advocate for Ukraine internationally.
