Development of Ukraine’s competition policy according to EU standards and rules

Harmonising Ukraine’s competition policy with EU rules is an important part of the country’s preparations for accession to the EU and the creation of a level playing field for businesses. A key element of this process is the implementation of Regulation (EU) No 1/2003, which establishes a modern approach to antitrust enforcement and strengthens the capacity of competition authorities to detect and tackle infringements.

The document examines the key changes introduced by the Regulation, including the shift to ex post assessment of anti-competitive practices, expanded investigative powers, coordination between national authorities and the European Commission, and the application of sanctions. Implementing these provisions could contribute to a more transparent, predictable and competitive business environment in Ukraine.
