Successful cooperation with international partners is critically important for Ukraine. Financing for priority state budget expenditures depends on it, while domestic revenues are directed towards security and defence. That is why the RRR4U Consortium continues to regularly monitor Ukraine’s fulfilment of its commitments under the IMF financing programme and the implementation of the Ukraine Plan, compliance with which is a condition for receiving EU assistance under the Ukraine Facility.
Fulfilling commitments under financial support programmes is not something donors need; it is primarily in Ukraine’s own interest. It is essential for achieving economic stability, moving towards economic growth and improving the well-being of Ukrainians. It also helps strengthen the confidence of international partners and foreign businesses.
On 19 November, Ukraine reached a staff-level agreement with the IMF on the sixth review of the EFF programme. The Ukrainian authorities met all quantitative performance criteria and structural benchmarks set for the end of September. The review is expected to be approved by the IMF Executive Board in the second half of December. If approved, Ukraine will receive another tranche of IMF financing of about USD 1.1 billion, bringing total disbursements under the programme to approximately USD 9.8 billion.
On 14 November, the European Commission approved the allocation of another tranche to Ukraine for meeting the Ukraine Plan indicators due in the third quarter of 2024. On 9 December, the Council of the EU approved the second payment of nearly EUR 4.1 billion under the Ukraine Plan. Ukraine is therefore expected to receive its second regular payment for meeting the relevant indicators shortly. Following this payment, the total amount of support provided under the Ukraine Plan in 2024 will reach EUR 16.1 billion.
