Monitoring the Implementation of the IMF Program and EU Assistance №12

On 20 February 2025, an International Monetary Fund (IMF) mission began its work in Kyiv as part of the seventh review of the Extended Fund Facility (EFF) programme. The mission will assess Ukraine’s progress in meeting the quantitative performance criteria and structural benchmarks due by the end of December 2024. If the review is successfully completed, Ukraine could receive approximately USD 917.5 million.

Despite successfully completing the first six reviews of the IMF programme, the outcome of the seventh review remains in question. The authorities failed to meet the structural benchmark on repealing the so-called Lozovyi amendments and established a new administrative court to replace the dissolved Kyiv District Administrative Court (OASK) with a delay.

In December, the European Commission provided Ukraine with another tranche of EUR 4.1 billion under the Ukraine Facility for meeting the Ukraine Plan indicators for the third quarter of 2024, one of which was met with a delay. Following this payment, total support provided under the Ukraine Plan in 2024 will reach EUR 16.1 billion. At the same time, all indicators for the fourth quarter of 2024 were met, paving the way for Ukraine to receive EUR 3.5 billion from the European Union in March.

Successful cooperation with international partners remains critically important for Ukraine, as it is essential for financing priority state budget expenditures, while domestic revenues are directed primarily towards security and defence. This is why the RRR4U Consortium continues to regularly monitor Ukraine’s fulfilment of the conditions of the IMF financing programme and implementation of the Ukraine Plan, which serves as a basis for EU assistance under the Ukraine Facility.

Fulfilling commitments under international financial support programmes is first and foremost in Ukraine’s own interest, as it is a precondition for economic resilience, a transition to economic growth and improved well-being for Ukrainians. At the same time, it strengthens the confidence of international partners and foreign investors in Ukraine.
