Cooperation with international partners is critically important for Ukraine, as it is essential for financing priority government budget expenditures, while domestic revenues are directed towards security and defence.
The RRR4U Consortium continues to regularly monitor Ukraine’s fulfilment of its commitments under the IMF financing programme. Following the third review, which is subject to approval by the IMF Executive Board, the programme will be supplemented with new structural benchmarks.
The EU has approved the establishment of the Ukraine Facility, under which budget support will be provided conditional on the fulfilment of specified indicators. On 18 March, the Cabinet of Ministers of Ukraine approved the Ukraine Plan, which provides for the fulfilment of 150 indicators across 15 policy areas. The RRR4U Consortium is launching regular monitoring of their implementation.
Fulfilling commitments under financial support programmes is first and foremost in Ukraine’s own interest. It is essential for achieving economic resilience, transitioning to economic growth and improving the well-being of Ukrainians. It also strengthens the confidence of international partners and foreign businesses.
The European Union, the IMF and other international partners are ready to support Ukraine. However, their goal is not merely to provide financing, but also to create the conditions for the country’s economic development and growth.
This monitoring covers Ukraine’s fulfilment of its commitments to the IMF and the EU as of the end of March 2024.
