Monitoring the Implementation of the IMF Program and EU Assistance №6

Successful cooperation with international partners is critically important for Ukraine, as it is essential for financing priority government spending, while domestic revenues are directed towards security and defence.

Fulfilling commitments under financial support programmes is first and foremost in Ukraine’s own interest. It is essential for achieving economic resilience, supporting a return to economic growth and improving the well-being of Ukrainians. It also strengthens the confidence of international partners and foreign businesses.

This monitoring covers the fulfilment of commitments as of the end of June 2024.

The RRR4U Consortium continues to regularly monitor Ukraine’s fulfilment of its commitments under the IMF financing programme. As Ukraine had fulfilled all the structural benchmarks required for the successful completion of the fourth review of the programme, a staff-level agreement on the successful completion of the review was reached on 31 May. The IMF Executive Board’s decision on the review is expected on 28 June.

Implementation of the Ukraine Plan under the EUR 50 billion Ukraine Facility is underway. Further budget financing will be provided only subject to the fulfilment of the specified indicators. At the same time, the signing of the agreement between Ukraine and the EU on the financial programme and its ratification by the Verkhovna Rada enabled Ukraine to receive EUR 1.9 billion in upfront unconditional financing.
