The war has exacerbated the challenges facing Ukraine’s human capital, including the outflow of skilled workers, demographic losses, labour shortages, and a mismatch between workforce skills and labour market needs.

The document analyses the key challenges to preserving, developing, and bringing back human capital, including the impact of migration, labour market changes, and disruptions to education. It also focuses on the conditions needed for Ukrainians to return, adapt professionally, and reintegrate into society.
