Red Lines for Parliament: What Should MPs Pay Attention To? Issue 1
The RRR4U Consortium of think tanks monitors the implementation of the IMF programme and the Ukraine Plan. A number of draft laws that underpin Ukraine’s international commitments are at various stages of consideration in Parliament, with no clear timeline for their adoption. This is slowing reforms in key sectors, delaying international disbursements, and reducing budget revenues.
Ukraine has already failed to receive €1.1 billion in EU financial support for Q1 2025 due to the failure to meet Ukraine Plan indicators and risks missing a further €3.9 billion for Q2–Q4 2025 for the same reason. Some of these indicators relate to draft laws that have yet to be adopted by Parliament. Importantly, most legislative indicators require not only the adoption of laws but also their entry into force. Therefore, they should be adopted at least one month before the deadline, taking into account the possibility of blocking resolutions and the time required for the President to sign the laws.
Independent think tanks call on MPs to treat the legislative initiatives listed below as a priority and ensure their adoption within the deadlines set by international agreements.
