Red Lines for Parliament: What Should MPs Pay Attention to? Issue 2
The RRR4U Consortium of analytical centres monitors the implementation of the IMF programme and the Ukraine Plan. A number of bills that are key to fulfilling the country’s international commitments are at various stages of consideration in Parliament, with no clear timeline for their adoption. This is slowing down reforms in key sectors, delaying international disbursements and reducing budget revenues.
Ukraine has not received EUR 3.7 billion in EU financial support for 2025 due to the non-fulfilment of Ukraine Plan indicators and risks missing out on at least another EUR 1.4 billion on the same grounds for Q1 2026. The 2025 shortfall includes the failure of the President of Ukraine to sign the bill on the Basic Principles of Housing Policy (No. 12377), which was submitted to the President for signature on 19 January 2026. Some of these indicators concern bills that have not been adopted by Parliament. Importantly, most legislative indicators require not merely the adoption of laws but their entry into force. Therefore, such laws should be adopted at least one month before the deadline, taking into account the possibility of blocking resolutions and the time required for the President to sign them.
Independent think tanks call on members of Parliament to treat the legislative initiatives listed below as a priority and ensure their adoption within the deadlines set by international agreements. The RRR4U coalition’s expert team remains open to constructive dialogue with all parliamentary factions at every stage of the legislative process.
