Red Lines for the Government: What Should Ministries Pay Attention To? Issue 1

The RRR4U Consortium of think tanks monitors the implementation of the IMF programme and the Ukraine Plan. A number of draft laws that are central to Ukraine’s international commitments are at various stages of consideration in Parliament, with no clear timeline for their adoption. This is slowing reforms in key sectors, delaying international disbursements, and reducing budget revenues.

Ukraine has already failed to receive €1.1 billion in EU financial support for Q1 2025 due to the failure to meet Ukraine Plan indicators and risks missing a further €3.9 billion for Q2–Q4 2025 for the same reason.

Independent think tanks call on the Government to submit the draft laws listed below to Parliament as soon as possible and ensure that they are considered within the deadlines set by international agreements.

The RRR4U coalition’s expert team remains open to constructive dialogue with all ministries at every stage of preparing draft laws for submission to the Verkhovna Rada.
