Revitalisation of the Ukrainian Economy: A New Transparent Model of Cooperation with Business

The analytical report assesses progress in implementing the Ukraine Facility Plan in the “Business Environment” area during 2024 and the first half of 2025. It covers key areas of reform, including deregulation and reducing the administrative burden on businesses, SME development, simplifying connections to utility networks, and aligning Ukrainian legislation with EU legislation.

In addition to analysing the measures implemented, the report assesses their impact on the business environment and the business community’s perception of the reforms. Based on an analysis of legislation, data from government authorities, and business survey findings, the report identifies problematic aspects of reform implementation and provides recommendations for further improving Ukraine’s business climate.
