The Ukraine Facility is one of the key instruments supporting Ukraine’s post-war recovery and advancing its European integration reforms. An important part of this effort is the green transition and the alignment of Ukraine’s environmental and climate policies with EU standards. The analytical brief assesses how these objectives are reflected in the Ukraine Facility and the Ukraine Plan, examines progress in implementing the relevant reforms, and identifies opportunities to strengthen the role of civil society and communities in this process.

The document also outlines key challenges, including the lack of adequate mechanisms for applying the “do no significant harm” principle, determining the share of investment allocated to climate action and biodiversity, and ensuring civil society involvement in monitoring the implementation of the Ukraine Plan. The authors provide recommendations for improving the implementation mechanisms of the Ukraine Facility, strengthening civil society participation, and ensuring the meaningful involvement of communities.
