Resilient mobility in wartime: reforming Ukraine’s bus transport market

Project Objective:

The project aims to support the reform and improve the effectiveness of public governance in the intercity bus passenger transport sector by conducting comprehensive market research and developing practical recommendations to enhance the regulatory framework and administrative procedures at both the national and local levels.

Key Activities:

• Conduct an in-depth assessment of Ukraine’s intercity bus passenger transport market, including its market structure, the existing regulatory framework and its implementation. Compare Ukraine’s regulatory approach with EU practices and identify priority areas for regulatory harmonization.
• Conduct semi-structured interviews with key market participants and other stakeholders to collect practical evidence, validate the study’s findings, and inform the development of policy recommendations.
• Prepare and publish an analytical report presenting the study’s findings and practical recommendations for central and local government authorities on improving the regulatory framework and administrative procedures governing intercity bus passenger transport, taking into account Ukraine’s European integration commitments.
• Present the study’s findings and recommendations to key stakeholders to facilitate discussion and support their consideration in the ongoing reform of the sector.

The project is implemented with the support of the Askold and Dir Foundation, administered by the Initiative Center to Support Social Action “Ednannia” (ISAR Ednannia) under the “Strong Civil Society of Ukraine – A Driver of Reforms and Democracy” programme, funded by the governments of Norway and Sweden.
