Maryna Gutgarts

Maryna Gutgarts joined the Institute for Economic Research and Policy Consulting (IER) in 2018. She has more than 20 years of experience managing and coordinating national and international initiatives.

Her professional expertise covers monitoring and evaluation, data collection and analysis, research, the development of analytical and training materials, webinar delivery, survey analysis, and advocacy.

She has experience working on projects focused on human rights protection, mental health policy reform, and the protection and support of internally displaced persons (IDPs). Another area of her professional work is the research and analysis of EU foreign policy, including the European Neighbourhood Policy and the Eastern Partnership. She also researches the transformation of political regimes in Ukraine and other Eastern Partnership countries.

She holds a Master’s degree in Social Work and Social Policy from the National University of Kyiv-Mohyla Academy.
