New EU tariff rate quotas for Ukrainian products: effect on exports

At the end of June 2025, the EU and Ukraine concluded negotiations on new tariff-rate quotas (TRQs) for Ukrainian products. If approved, the new quotas are expected to take effect in autumn 2025. Their impact can be assessed by comparing them both with the previous quotas, which were in place until June 2022 and again from June 2025, and with the autonomous trade measures (ATMs) that applied from June 2022 to June 2025. This calls for two separate comparisons.
