Signing the first ACAA: impact on trade with the EU

The conclusion of an Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA) between Ukraine and the EU could be an important step towards deeper economic integration and reducing technical barriers to trade. The agreement would enable mutual recognition of conformity assessment results for industrial products and require Ukraine to align its rules, procedures and institutions with EU requirements and practices. The first stage would cover three sectors – machinery safety, electromagnetic compatibility and low-voltage equipment.

The ACAA could have a broader economic impact than simply facilitating trade with the EU. According to IER estimates, the “3-ACAA” could increase Ukraine’s exports to the EU by USD 0.1–0.3 billion in the short term, while also creating opportunities for trade in new and innovative products, expanding market access for SMEs, attracting investment and facilitating access to third-country markets for Ukrainian producers. The document examines the prerequisites for concluding the ACAA, its potential economic impact and opportunities for expanding the agreement to additional sectors.
