Current business challenges and investment attractiveness in Ukraine

The Institute for Economic Research and Policy Consulting (IER) conducted the research “Current Business Challenges and Investment Attractiveness in Ukraine” commissioned by the Ukrainian Business Ombudsman Council.

The study examined the key challenges facing Ukrainian businesses amid the full-scale war, how business needs vary by enterprise size, and the factors shaping Ukraine’s investment attractiveness. It also covered business–government relations, European integration, exports to the EU, and foreign investors’ expectations.

Based on the findings, the authors developed recommendations for public authorities on addressing labour shortages, developing logistics and export infrastructure, expanding access to finance, and improving the business environment for small and medium-sized enterprises.
