The cooperation of the government and CSOs in reforms

Civil society organisations (CSOs) play a key role in advancing reforms in Ukraine, particularly public administration reform (PAR) and open data initiatives. As both government partners and independent watchdogs, they help strengthen accountability, transparency and the effectiveness of policymaking and implementation, while also providing expert input and monitoring reform progress.

At the same time, the effectiveness of reforms is constrained by fragmented donor support, the limited involvement of CSOs in decision-making processes, high turnover within the civil service and inadequate financial incentives. Stronger coordination among international donors, government institutions and CSOs, together with the institutionalisation of civil society participation in policymaking and adequate resources for reform implementation, will help ensure the sustainable advancement of reforms.
