Analysis of the open data market in Ukraine

Objective:  To identify the structure of the open data market in Ukraine, assess its economic parameters and transformations under the conditions of the full-scale war, as well as to analyse the economic and social impacts of open data use, key challenges, and prospects for market development.

Tasks:

  • To analyse the structure of the open data market in Ukraine and collect information on data holders, datasets, and services operating on the basis of open data;
  • To analyse Ukrainian legislation and its compliance with EU norms;
  • To conduct 25 interviews, including 15 with business representatives and 10 with key stakeholders – representatives of public authorities;
  • To conduct 2 online focus groups;
  • To conduct an open online survey of businesses and other stakeholders, as well as a survey of enterprises within the framework of the New Monthly Enterprise Survey;
  • To assess the size of the open data market in Ukraine and its structural characteristics, as well as the impact of the full-scale Russian aggression on market development;
  • To prepare an analytical report in Ukrainian and English.

Results:

  • Analytical report “Ukraine’s open data market: status, trends and impacts” in Ukrainian and English;
  • Provision of the first systematic assessment of the state and prospects of the open data market in Ukraine to market participants and stakeholders after the onset of the full-scale Russian aggression in February 2022, creating an analytical basis for more effective decision-making;
  • Contribution to the development of evidence-based public policy on open data under conditions of full-scale war and recovery.
