Trade facilitation dialogue

Objective: To strengthen the capacity of business associations and non-governmental organizations (NGOs) to identify and advocate for trade facilitation policy measures, thereby supporting Ukraine’s integration into the global economy and advancing its integration with the European Union.

Tasks:

  • Strengthen the capacity of business associations and NGOs to identify administrative and regulatory measures that facilitate trade, monitor and evaluate their implementation, and advocate for business-friendly reforms.
  • Facilitate policy dialogue between business associations, NGOs, and public authorities to advance the implementation of trade facilitation measures.
  • Reduce the cost of trading in Ukraine by promoting more efficient and transparent trade facilitation policies and practices.

Results:

  • Strengthened capacity of business associations and NGOs to identify administrative and regulatory measures that facilitate trade, monitor and evaluate their implementation, and advocate for policy reforms (measured by the number of advocacy campaigns, policy achievements, and individuals trained).
  • Development of a standardized monitoring and evaluation (M&E) tool for assessing progress in the implementation of trade facilitation measures, and completion of four rounds of M&E, each including a survey of 1,000 firms.
  • Increased engagement of business associations and NGOs in policy dialogue with public authorities on trade facilitation (measured by policy achievements, participation in public consultations and hearings, and representation in public advisory councils).
  • Reduced trade costs and enhanced international trade competitiveness (measured by relevant indicators, including the Doing Business Trading Across Borders score and the Logistics Performance Index).
