2026_05

Objective: conduct a comprehensive analysis of the resilience of Ukraine’s export logistics infrastructure under wartime and regulatory pressures.

Products: analytical paper “Strengthening the resilience of Ukraine’s export logistics”.

The analytical paper provides an assessment of the operational resilience of key export corridors and logistics hubs, an analysis of the regulatory, institutional, and geopolitical factors affecting the predictability and adaptability of export transportation, identification of key risks and gaps in resilience, and practical recommendations for government authorities, infrastructure operators, customs and border agencies, and market participants.

The analysis is based on a combination of desk research, quantitative data analysis, and 8–10 semi-structured interviews with key stakeholders, including Ukrainian exporters and business associations, freight forwarders and logistics service providers, representatives of the road, rail, and port sectors, customs and border management experts, transport and infrastructure policy specialists, and representatives of relevant government institutions.

The project is implemented with the support of the Center for International Private Enterprise (CIPE), within the framework of the project “Eastern Europe Regional: Strengthening Eastern European Economic Resilience (EER),” funded by the National Endowment for Democracy.
