“The Great Reconstruction at Risk” – A Column by Oleksandra Betliy for “Ekonomichna Pravda”

Is Ukraine’s construction sector ready for the country’s large-scale recovery? In her column for “Ekonomichna Pravda”, Oleksandra Betliy, a Senior Research Fellow at the Institute for Economic Research and Policy Consulting (IER), examines the systemic challenges that could jeopardize the implementation of major reconstruction projects. She highlights four key issues facing the sector: a severe labour shortage, shortcomings in pricing and public procurement systems, bureaucratic barriers, and a compliance-driven approach to oversight throughout the construction process.
