The Impact of Ukraine’s Accession to the EU on the CAP

Ukraine’s accession to the European Union would have implications not only for the Ukrainian agricultural sector but also for the EU’s Common Agricultural Policy (CAP). Ukraine has more than 30 million hectares of agricultural land, while the CAP allocates a significant share of its support based on the area of land. As a result, Ukraine’s accession could have a substantial impact on the distribution of EU agricultural funding.

A new analytical report, “The Impact of Ukraine’s EU Accession on the Common Agricultural Policy (CAP)”, prepared by the Institute for Economic Research and Policy Consulting (IER) and the Warsaw Enterprise Institute (WEI), examines how Ukraine’s accession could affect the CAP budget, the level of agricultural support for Poland, and Ukrainian producers’ access to funding.

The report explores possible CAP financing scenarios after 2027, potential changes in the level of support for the Polish and Ukrainian agricultural sectors, and the factors that will determine Ukrainian producers’ access to agricultural support.
