In July, 611 new public investment projects (PIPs) were registered on the DREAM platform, up from 527 in June. However, funding figures for the month were significantly lower: of the UAH 43.3 billion in expected funding, only UAH 2.7 billion was actually allocated to the projects, or less than 7%.
This is according to the July monitoring report of the Public Investment Watchdog project, implemented by the Centre for Economic Strategy (CES), the Institute for Economic Research and Policy Consulting (IER), and Technologies of Progress with financial support from the European Union.
Education and municipal infrastructure account for the largest share of projects
Most new community projects focused on education (266) and municipal infrastructure and services (135), together accounting for almost 66% of all new PIPs registered in July. Analysts attribute this concentration primarily to the availability of dedicated funding, particularly in the education sector.
The estimated value of the new projects amounted to UAH 43.3 billion. However, a significant share of this amount is accounted for by two large-scale projects:
- UAH 10.1 billion – reconstruction of the water supply network in Shabo, Bilhorod-Dnistrovskyi district, Odesa region (likely a data entry error);
- UAH 6.4 billion – reconstruction of the Bila Tserkva–Uman main water pipeline.
Education and healthcare lead at the regional level
At the regional level, 181 new PIPs were registered in July. Almost one-third of them were in education (53 projects), while another third were in healthcare (49 projects). Communities also submitted projects in housing, transport, and municipal infrastructure.
The most expensive regional PIPs in July were the purchase of medical equipment in Kyiv (UAH 503 million) and the reconstruction of a road overpass in Kyiv (UAH 502 million).
July figures significantly lower than in June
Overall, both the number of new PIPs and the financial indicators for July were significantly lower than in June. The estimated value of projects registered in July was half that of June and more than ten times lower than in April and May, due to the absence of large-scale projects in the portfolio.
However, direct comparisons between monthly figures remain difficult because the database is regularly updated and errors in PIPs are corrected. For example, as of the end of June, DREAM listed PIPs with a total value of UAH 4.1 trillion, while by the end of July, this figure had fallen to UAH 3.7 trillion.
