Between the Border and the Single Market: Ukraine’s EU Integration and the Future of Polish Transport

Russia’s full-scale invasion has fundamentally reshaped logistics between Ukraine and the European Union, making transport one of the most dynamic areas of Ukraine’s European integration. More than any other sector, transport has become a field where integration into the EU Single Market is taking place not only through political decisions but also through the day-to-day realities of cross-border freight, digitalized procedures, and infrastructure development.

The analytical report “Between the Border and the Single Market: Ukraine’s EU Integration and the Future of Polish Transport”, prepared by the Warsaw Enterprise Institute (WEI) and the Institute for Economic Research and Policy Consulting (IER), examines the major changes in transport connectivity between Ukraine and Poland following the launch of the EU–Ukraine Solidarity Lanes. Covering road, rail, maritime, and air transport, the report assesses the impact of border digitalization and identifies the key challenges and opportunities for further integration into the European transport system.

The report concludes that the future of Ukrainian-Polish transport cooperation will depend on regulatory alignment, modernization of border infrastructure, and the expansion of intermodal transport. Its findings and recommendations provide practical guidance for the governments of Ukraine and Poland, EU institutions, businesses, and international partners working to build a modern, resilient, and integrated transport system.
