Recommendations to Minimize the Potential Negative Impact of Measures on Ukrainian Exporters

The recommendations are based on the results of the research “Assessment of Response Measures, Expectations and Behavioural Strategies of Key Importers of Ukrainian Products in the Top 10 Importing Countries Amid Russia’s War Against Ukraine.” The research was conducted by IER in March–May 2025 and combines an analysis of open-source information with in-depth interviews with representatives of Ukrainian embassies, business associations, chambers of commerce, and companies in the countries covered.

The document outlines possible steps to minimise the negative impact of measures that may hinder Ukrainian exporters’ access to these markets and strengthen their competitive positions. The recommendations take into account the responses and expectations of key importers of Ukrainian products.

The material is intended for government authorities and the business community and is divided into general provisions and country-specific recommendations.

The research was conducted by IER as part of the TIPSTER Project, implemented by the Non-governmental Union ‘Foundation for Support of Reforms in Ukraine’ (FSR) with the support of GIZ and UNDP.
