This Shadow Report presents an independent civil society assessment of Ukraine’s recovery governance architecture in the context of the ongoing full-scale war. Prepared by experts affiliated with member organizations of the RISE Ukraine Coalition, the report examines how the recovery system functions across institutional arrangements, financing instruments, public investment management, transparency and accountability mechanisms, civil society participation, human capacity constraints, the Build Back Better agenda, and selected sectoral case studies.

The report follows the logic of a shadow assessment. In the absence of a comprehensive and regularly updated official evaluation of Ukraine’s recovery architecture, it brings together publicly available data, findings from civil society monitoring, expert analysis, and practical experience gained through engagement in the recovery process. The assessment examines whether the current system provides coherent planning, transparent project prioritization, effective financing, accountable implementation, meaningful public participation, and alignment with EU principles and standards.

The report finds that Ukraine has made substantial progress in developing digital tools, public investment management procedures, recovery financing instruments, and civil society oversight mechanisms. At the same time, the recovery governance architecture remains fragmented due to institutional complexity, unstable institutional mandates, uneven local capacity, incomplete data, insufficient donor coordination, limited public participation, and the absence of a fully operational Build Back Better framework.

The report seeks to make a constructive contribution to the broader debate on Ukraine’s recovery. It offers practical recommendations for the Government of Ukraine, local authorities, international partners, and civil society on strengthening recovery governance, enhancing transparency and accountability, empowering local communities, aligning recovery efforts with Ukraine’s EU integration process, and ensuring that recovery investments are resilient, inclusive, and sustainable.
