GUARD: governance, accountability and reconstruction diagnostics

Objective: To strengthen the transparency, accountability, and effectiveness of Ukraine’s recovery governance system by establishing an independent civil society monitoring mechanism through the preparation of a Diagnostic (Shadow) Report.

Tasks:

  • Conduct a comprehensive assessment of the recovery governance architecture at the national, regional, and local levels;
  • Assess the alignment of strategic planning and decision-making processes with Ukraine’s Public Investment Management (PIM) reform;
  • Evaluate the transparency, inclusiveness, and effectiveness of mechanisms for financing, selecting, and prioritizing recovery projects;
  • Assess the performance of monitoring, accountability, risk management, and integrity assurance systems;
  • Analyze the role of civil society in the planning, implementation, and monitoring of recovery efforts, as well as the application of the Build Back Better (BBB) principle;
  • Develop practical recommendations for strengthening Ukraine’s recovery governance framework.

Expected results:

  • Preparation of an independent Diagnostic (Shadow) Report in both Ukrainian and English;
  • Development of an Executive Summary tailored for government officials, international partners, and donors;
  • Preparation of practical recommendations to improve the multi-level governance of Ukraine’s recovery, including legislative and regulatory frameworks, financing mechanisms, coordination among stakeholders, transparency and accountability arrangements, and the implementation of the Build Back Better principle.
