Ukraine’s Reconstruction Architecture
Ukraine’s reconstruction must move from implementing individual projects to a more systematic and high-quality approach. This requires not only established institutions, rules, and digital tools, but also coordinated action, a transparent decision-making cycle, and accountable results at the local level.
These issues were the focus of IER Lead Expert Oleksandra Betliy’s presentation of the Shadow Report “Ukraine’s Reconstruction Architecture”. The presentation examines key challenges in reconstruction governance, local capacity, public investment management, and the need to turn the Build Back Better principle into a practical approach to reconstruction planning and implementation.
