Trade Facilitation Monitoring in Ukraine №102

The June issue of the Trade Facilitation Monitoring in Ukraine focuses on the advancement of customs reform as part of Ukraine’s European integration agenda. A draft Customs Code of Ukraine, aligned with EU legislation, has been submitted to Parliament. The new Code is expected to provide the legal framework for fulfilling Ukraine’s commitments under the “Customs Union” negotiating chapter and support the country’s further progress towards European Union membership.

The Government has also approved Ukraine’s Export Strategy through 2030, setting out a roadmap for increasing exports of high-value-added products, supporting small and medium-sized enterprises, expanding digital public services, and strengthening the international presence of Ukrainian goods. The Strategy targets an increase in total exports of goods and services to USD 85 billion by 2030.

Another major milestone was Ukraine’s successful implementation of NCTS Phase 6, the latest version of the New Computerised Transit System. The transition brings Ukraine’s transit procedures into line with current EU requirements, enables the use of enhanced security data, and further integrates the country into the European Union’s common transit area.

Alongside these strategic reforms, the State Customs Service continues to expand digital services. Individuals can now submit applications online for refunds of unused funds from the Single Treasury Account through the Single Window for International Trade portal, further simplifying interactions with the customs authorities.
