Strengthening the resilience of Ukraine’s export logistics

Objective:

The project aims to assess the resilience of Ukraine’s export logistics infrastructure in the context of the ongoing war and regulatory challenges, identify the operational, institutional, and market barriers that undermine the competitiveness of Ukrainian exporters and their access to international markets, and, based on the findings, produce a concise analytical paper with practical recommendations for strengthening logistics resilience, supporting exports, and enhancing the competitiveness of Ukrainian goods and services.

Products: analytical paper “Strengthening the resilience of Ukraine’s export logistics”

The analytical paper will provide:

• an assessment of the operational resilience of Ukraine’s key export corridors and logistics hubs;
• an analysis of the regulatory, institutional, and geopolitical factors affecting the predictability and adaptability of export logistics;
• identification of the key risks and gaps in the resilience of the export logistics system;
• practical recommendations for government authorities, infrastructure operators, customs and border agencies, and market participants on strengthening logistics resilience and facilitating exports.

The analysis will be based on a combination of desk research, quantitative data analysis, and 8–10 semi-structured interviews with key stakeholders, including Ukrainian exporters and business associations, freight forwarders and logistics service providers, representatives of the road, rail, and port sectors, customs and border management experts, transport and infrastructure policy specialists, and representatives of relevant government institutions.
