Recovery Spending Watchdog

On June 6, 2023, the Centre for Economic Strategy (CES), the Institute for Economic Research and Policy Consulting (IER) and the NGO “Technology of Progress” (TP) launched work on the project “Recovery Spending Watchdog “, funded by the European Union.

The objective of the project is to build a system of independent monitoring of budget and donor expenditures on recovery, analyze them, and involve the public in monitoring the reconstruction.

The project consists of three main components:

1) Analytical: research and analysis on reconstruction monitoring (CES and IER are responsible for the implementation);

2) Subgranting to local organizations monitoring recovery and reconstruction (IER is responsible for implementation);

3) The Big Recovery Portal, a platform that enables active citizens and civil society organizations to monitor specific recovery projects and coordinate their monitoring efforts (TP is responsible for implementation).

“Recovery Monitoring” Grant Program

As part of the Recovery Spending Watchdog project, IER is implementing the “Recovery Monitoring” Grant Program. The program supports monitoring activities through two grant competitions:

Competition 1: Monitoring Recovery and Reconstruction at the Local Level: Social Infrastructure Facilities.

Competition 2: Monitoring Public Procurement for Recovery and Reconstruction at the Local Level: Social Infrastructure Facilities.

Under both competitions, the focus of monitoring is the recovery and reconstruction of social infrastructure facilities that were partially damaged or completely destroyed after 24 February 2022.

Social infrastructure includes educational institutions (preschools, schools, vocational education and training institutions, and higher education institutions), healthcare facilities (primary healthcare and specialized care providers), cultural institutions (such as libraries and theatres), residential buildings, and administrative buildings.

Public monitoring was conducted using a methodology developed specifically for the grant program. While the first two stages were common to both competitions, the subsequent monitoring of social infrastructure recovery and reconstruction followed different methodologies under Competitions 1 and 2.
