The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the twelfth issue of The Recovery Spending Watchdog.
The report covers the regulatory framework, the progress and financing of reconstruction, procurement analysis, journalistic investigations, and monitoring of specific areas, including water supply systems and demining.
The topic of the month is recovery in the education sector. We analyse the scale of damage to educational institutions, the progress of their restoration, and the main sources of financing. We examine the role of the government, local communities, international donors, and civil society organisations, as well as education projects registered on the DREAM platform.
We also identify key considerations for reconstruction, including ensuring access to education, accessibility and inclusiveness, energy efficiency, compliance with EU standards, transparency, and the capacity of local communities to maintain restored facilities.
