The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the eighteenth issue of The Recovery Spending Watchdog.
The report highlights the following:
- Regional development approaches are being updated, while the eVidnovlennia programme has reached 100,000 families. International partners are also providing additional funding for frontline communities and the recovery of the energy, education, and healthcare sectors;
- In the first quarter of 2025, 21,500 construction tenders worth UAH 40 billion were held, but 78% of them were non-competitive;
- Healthcare and educational facilities are gradually being restored, while humanitarian demining continues – more than 200,000 hectares of land have already been cleared;
- Despite the availability of funding, its utilisation remains low: in the first quarter, the Ministry for Development used only 1% of its planned annual reconstruction budget due to procedural delays and the slow implementation of projects.
The special focus of the issue is the progress and financing of reconstruction. We examine how effectively recovery funds are being used and what factors affect the pace of project implementation.
