The Recovery Spending Watchdog №2, October 2023

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the second issue of The Recovery Spending Watchdog.

The report covers damage assessment, legislative changes, funding of the Fund for the Elimination of the Consequences of Armed Aggression, and projects supported by international donors. It also examines a specific recovery case and how the recovery process has been covered in the media.

The special focus of the second issue is the 2024 budget: the fiscal gap, limited funding for recovery, and available sources of financing. The analysis looks at the resources allocated for recovery, the role international donors can play in financing it, and the transparency of the use of reserve fund resources.
