The Recovery Spending Watchdog №8, April 2024

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the eighth issue of The Recovery Spending Watchdog.

The report covers the regulatory framework, the progress and financing of reconstruction, procurement analysis, journalistic investigations, and monitoring of specific areas, including housing, water supply systems, and demining.

The topic of the month is housing reconstruction. We analyse the scale of damage and recovery needs, sources of financing, and government support programmes, including eVidnovlennia, VidnovyDIM, and eOselia. We also examine comprehensive reconstruction projects and the role of civil society and charitable organisations in housing recovery.

We also identify key issues that need to be addressed going forward: updating housing policy, compensation for housing lost in temporarily occupied territories, and energy-efficient and accessible reconstruction.
