The Recovery Spending Watchdog №10, June 2024

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the tenth issue of The Recovery Spending Watchdog.

The report covers the regulatory framework, the progress and financing of reconstruction, procurement analysis, journalistic investigations, and monitoring of specific areas, including water supply systems and demining.

The topic of the month is Build Back Better, or “Build Back Better Than Before”. We examine what reconstruction under this principle should involve: greater energy efficiency, modernisation, sustainability, accessibility, climate resilience, and compliance with EU standards. We also analyse the difficult choice between the speed of recovery and the quality of reconstruction and identify what should be taken into account already at this stage.
