The Recovery Spending Watchdog №24, December 2025

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the twenty-fourth issue of The Recovery Spending Watchdog.

The report covers the following:

  • The government has adopted new rules for determining construction costs aimed at increasing competition in public procurement and reducing the risks of price and wage manipulation. At the same time, new modules of the Unified State Electronic System in the Construction Sector (USESS) need to be developed – the Construction Materials Codifier and the Materials Price Register;
  • The active phase of implementing public investment management reform at the regional and community levels is underway. Information on communities’ approved Unified Project Portfolios is available in DREAM, while continued training for communities is important for the effective implementation of the reform;
  • DREAM is gradually becoming a public investment management system. The portal will provide information on each project, including its objectives, rationale, expert assessments, financing, and implementation stages;
  • In November 2025, the number of construction procurements remained almost at the previous year’s level, but less funding was spent. A significant share of the largest procurements concerned municipal infrastructure in Mykolaiv. Construction of protective structures for energy facilities is also ongoing.
