The Recovery Spending Watchdog №3, November 2023

The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the third issue of The Recovery Spending Watchdog.

The issue covers the key legislation governing recovery, the main stakeholders and important data sources, funding of the Fund for the Elimination of the Consequences of Armed Aggression, and specific recovery cases, including the restoration of a water supply system.

The special focus of this issue is humanitarian demining as the zero stage of Ukraine’s recovery. The report examines the scale of potentially contaminated areas, the stages and priorities of demining, as well as the development of the land-clearing services market and mechanisms that could help return land to safe and economically productive use.
