The Institute for Economic Research and Policy Consulting, the Centre for Economic Strategy, and Technologies of Progress have presented the twentieth issue of The Recovery Spending Watchdog.
The report highlights the following:
- The government has approved a thermal modernisation programme through 2030, a medium-term investment plan for 2026–2028, and new tools for coordinating and tracking recovery efforts;
- DREAM now contains more than 12,700 projects with a total value exceeding UAH 2 trillion, but only UAH 491 billion has been financed;
- At URC2025, Ukraine signed new agreements and memoranda worth more than €3.5 billion to support recovery;
- In the first half of 2025, 61,000 construction procurements worth UAH 106 billion were conducted, more than 80% of them with a single bidder;
- More than 6,000 education and healthcare facilities have been damaged, while more than 1,100 have been restored; at the same time, available funding covers only part of the needs;
- In the first half of 2025, more than 41,000 hectares of agricultural land, 162 km of roads, and 93 km of railway tracks were cleared of mines.
The special focus is from thermal modernisation to DREAM. We analyse how the recovery management system is evolving and what challenges are emerging in its implementation.
